摘　　要：从西部地区生态环境的战略地位出发,通过对西部地区生态环境补偿方式及存在问题的研究,提出资金补偿是完善西部地区生态环境补偿建设的重要方式。必须加大中央财政支付力度,设立西部生态补偿的中央专项资金;协调地方经济补偿政策体系的配套资金运转;加强横向区域间支付,在区域间生态建设合作投资的基础上建立区域间生态转移支付基金;积极调整现行税制,恢复征收生态环境补偿费,规范系列专项生态税。从而在最大程度上实现西部生态资金补偿的有效性。As the key coo-fragile and eco-protective screen aren,west China urgently needs ecological compensation mechanism. However, there are some problems during the process of eco-compensation in the west, such as the mode of compensation is monotonous, the intensity of compensation is weak, resulting in damages to the compensation function. From the strategic status of ecological environment in west China, by investigating current situation and problems with the compensation form, it put forward that financial compensation an important way to perfect ecological compensation system. Several suggestions were given, such as to enhance the central financial transfer payment, to setup the policy system of local finance, to strengthen cross transfer payment between regions,and to reform the existing tax system. As a result, effectiveness of ecological compensation can be realized in west China.
