摘　　要：针对装备采办全过程中的问题,运用信息论的方法构造装备采办全过程的系统模型。从产品需求出发,明确需求后,通过招标的方式获取需要的信息,并实现信息的选择和决策过程;确定招标对象后,由作为信息监督者的军代表对中标对象进行产品质量、产品进度的监视和检测,并及时将信息反馈给信息决策者;完成采办过程后需建立相应的数据库,实现信息的备份,便于查找和借鉴。Establish a system model of equipment acquisition based on information theory for solving issues in the process of equipment acquisition. The information requested is obtained and the information selection and decision is realized according to the bidding way after identified the demand of product; the army represents, who are as information supervisors, are with responsibilities for watching and inspecting the quality and schedule of product and feeding back information to decision-makers; the database is built for finding and consulting when equipment acquisition is finished.
