摘　　要：目前,国家环保总局和有关部门已经完成重点流域"十一五"水污染防治规划制定工作。《重点流域水污染防治"十一五"规划》是一个战略性的规划。该规划分析了目前重点流域水环境质量和水污染物排放现状,结合"十五"重点流域水污染防治和国家"十一五"社会经济发展战略目标,提出了重点流域水污染防治"十一五"规划目标和指标,确定了"十一五"重点流域水污染防治4项重点任务,估算了重点流域水污染防治投资需求,提出了相应的保障措施和配套政策。At present, the drafting of “The National Eleventh Five-year Plan of Water Pollution Prevention and Control in Key River Basins” has been finished by the State Environmental Protection Administration of China and the authorities concerned. The plan is a strategical plan, in which the water environmental quality and the status quo of water pollutants discharge of the key river basins are analyzed, and then the targets and indexes for the water pollution prevention and control of the key fiver basins are put forward in combination with both the strategical targets of the “Tenth Five-year Plan” of water pollution prevention and control of key fiver basins and the “Eleventh Five-year Plan” of the national socio-economic development. Furthermore, 4 key tasks of the water pollution prevention and control of the key river basins for the “Eleventh Five-year Plan” are determined, the investment demands from the water pollution prevention and control of the key fiver basins are estimated and the relevant safe-guard measures and auxiliary policies are presented as well.
