中国最优失业保险水平设计的经验研究

摘　　要：从失业保险促进就业的角度看,中国目前的失业保险模式及水平很难发挥积极有效的作用。本文运用全国抽样调查数据,首先建立二分类logit回归模型,分析中国目前再就业水平的影响因素;其次运用生存分析方法建立Cox回归模型,分析失业保险对失业者行为的具体影响,从而根据logit和Cox分析,确定合理的失业保险模式,然后依据相应的理论模型,模拟数据,仿真模型,计算该模式下的再就业转机率,并与当前失业保险模式进行比较,设计出基于促进就业的中国最优失业保险模式,并计算出相关水平。Unemployment insurance design has an important impact on incentives for employment. The present UI level of our country has had negative adverse effect on reemployment. This paper analyzes the factors of umemployed re-employment level and unemployed job search behavior in China, applying unemployment spot check data of China. Then we can design the rational UI system, simulate theorical model, and make a comparative research on reemployment level of both UI system, and get the optimal UI system and level based on improving reemployment.
