摘　　要：对服务型政府而言，公务员的培训要以提高公务员的创新精神和创新思维能力为重点；以提升公务员的政治素质、服务素质、责任素质为基本目标；以提高公务员依法行政的创新能力、驾驭市场经济的创新能力、应对突发事件的创新能力为主要内容：要以营造有利于创新型人才脱颖而出的培训机制为保障。For a service-oriented government, the training towards civil servant shall be focused on improving their innovative and innovative thought.
