西方国家在体育福利中的角色演变及对我国政府体育产业管理职能的影响

摘　　要：分析西方国家在社会福利中所起的作用及角色定位,探讨市场经济条件下我国政府在体育产业管理中职能行施情况,发现受西方社会福利制度中"市场机制的高效率"影响,我国政府在体育产业管理中步入了误区:转变职能等同于政府退出;体育市场化降低了体育社会公平。在有中国特色的社会主义体育事业发展中,应发挥政府在体育产业管理中的主导作用并确立政府与市场和谐平衡的价值取向。This paper analyzes the government roles in the social welfare of the foreign countries in order to explore into the Chinese government administrative functions of sports industry. Influenced by the high efficiency of the market system in the western social welfare system, the Chinese government has made mistakes in the administration. Therefore, the transfer of the government functions means the retreat of the government involvement in the administration. And the sports market-orientation has made the sports less fair. To develop the socialist sports with the Chinese characteristics, the value orientation should be established that the leading roles of the government should be yielded, the government and the market should go in harmony.
