摘　　要：针对下福水利枢纽二期工程施工总体目标要求,分析方案实施的主要问题,提出方案实施的保证措施。实施表明,二期工程施工在一个枯水期内完成目标工期,具备防洪度汛条件,制定的措施可行,对该流域其它梯级水电站有借鉴作用。In light of general goal of Xiafu hydraulic complex phase Ⅱ project construction, major problems regarding scheme implementation are analyzed and assurance measures are proposed. As the objective project schedule of phase Ⅱ construction is achieved in a dry season, conditions for flood control have been available and measures proposed are proven to be feasible, which can be referred to by the construction of other cascade hydropower station at the same river basin.
