摘 要:目的建立一套科学实用,且与上海市实施社区卫生全科团队服务模式相匹配的社区卫生服务工作考核体系。方法采用文献查阅和德尔菲法筛选指标作为社区卫生服务工作考核指标,并对杨浦区10家社区卫生服务中心进行模拟考核,论证其实用性。结果根据德尔菲法确定了5个一级指标,44个二级指标。对杨浦区社区卫生服务中心进行模拟考核的结果与杨浦区卫生局自身工作考核的结果存在正相关(P<0.05),且新的工作考核体系具有良好的政策导向性。结论本研究提出的考核指标体系能更全面反映社区卫生服务工作内容和绩效,操作方便,实用性强,适应城市社区卫生综合改革要求。Objective To set up a comprehensive assessment system of the community health service that is coincident with the general-practitioner-team service model for in Shanghai.Methods Literature sources and Delphi method were used to establish the indicators for checking and assessing the community health service.And the indicators were applied in 10 community health service centers of Yangpu district in Shanghai so as to test its feasibility.Results Forty-four indicators of second level based on Delphi were set up.They were used for checking and assessing the community health service in 10 community health service centers of Yangpu district in Shanghai,the results were significantly positively correlated with those of Yangpu Health Bureau (P〈0.05).And the new assessment system was of good guidance in policy.Conclusion This assessment system of indicators can more comprehensively reflect the contents and achievements of work in community health service.It is convenient in practice and practical so as to be adaptable for the demand of comprehensive reform in urban community service.
