当前黑龙江渔业管理中存在的问题与建议

摘　　要：黑龙江省渔业管理部门的执法监督效果关系着黑龙江渔业资源的可持续利用。2007年8月13日至17日在对黑龙江中游几个重要渔业产区实地调查分析后,认为目前黑龙江沿江县(市)渔业管理中存在以下问题:(1)体制不顺;(2)管理权限重叠;(3)经费缺乏,执法力度不够;(4)越界捕捞;(5)捕捞渔民增收困难;(6)经济落后影响渔民转产转业。为此建议:(1)理顺渔业行政管理体制;(2)协调渔政机构与边防部门之间的关系;(3)给予边境水域渔民适当优惠政策;(4)增加放流数量,提高放流质量;(5)建立提高渔政人员业务能力的机制。The sustainability of the fishery resources in Heilongjiang mainly depends on the efficiency of the departments of fishery administration performing the supervision and examination duties. After the on-the-spot investigations of some major fishery production regions in the middle reaches of the Heilongjiang from Julyl3, 2007 to July17, 2007, many current problems exist in fishery administration in Heilongjiang, such as ： （ 1 ） the inefficient system ; （2） overlap management authority ; （ 3 ） lack of fund and inadequate enforcement of law ; （4） slop-over fishing ; （ 5 ） the difficulty of fisherman increasing income ; （ 6 ） economic backwardness affected fishermen accepting displaced, and other issues. Then some suggestions are given such as ： （ 1 ） rationalize the fishery management system ; （2） coordinate connections between the departments of fishery administration and the departments of frontier defence; （3） providing proper preferential policies to fishermen in border waters; （4） increase reproduction and releasing and advance quality and releasing; （5）establishing an system to raise the qualities of administrative personnel in fishery authorities.
