摘 要:电源与电网是构成电力系统的不可分割的重要组成部分,而电能所具有的不可大量存储的特征决定了电源规划与电网规划必须紧密协调,有序进行。如何对发电和输电投资与规划进行协调,以避免因为电网建设的滞后而导致电力供应的短缺或因为装机无序而导致资源的浪费,是电力工业市场化改革过程中需要认真研究的一个重要问题,目前国内外这一领域的研究工作仍然处于探索阶段。文中对市场环境下发输电协调规划的相关问题进行了阐述,对文献中提出的多种协调规划模式进行了评析,介绍了国际上实际运营的电力市场所采用的方法,指出了需要研究的一些重要问题。Generation and transmission are integrated in the power system. As electricity can not be stored in a large scale, generation planning must be coordinated with transmission planning closely and orderly. How to well coordinate planning and investment in generation and transmission to avoid a shortage of power supply due to lagging in transmission grid construction, or wastage of generating resources due to disorderly expansion of generation capacity remains a critical issue calling for intensive studies in the restructuring of the electric power industry. Studies in this aspect, however, are still in a very preliminary stage at present in China and overseas. This paper tackles issues related to the coordination of generation and transmission in planning and investment in the power market environment and proposes several coordination patterns with evaluations and commendations on each of them. It also introduces some methods currently adopted in the operation of the power market in other counties, pointing out some major questions worth researching and studying.
