摘　　要：科学技术优势是政府保护公共安全的重要基础之一,政府必须有效协调研究机构进行研发和利用相关的科学技术来控制和消除城市突发公共卫生灾难。系统分析当前我国应急科研管理机制存在的问题,从科研管理的具体任务、组织机构和激励约束机制等方面进行了分析和探讨,为我国突发公共卫生事件科研管理机制的完善和改革提供科学依据。One important basis in protecting public safety was the advantage in science and technology. Government must coordinate efficiently scientific activities of its affiliated institutions to control and eliminate sudden public health crisis. Based on the systematic analysis of the problems of scientific research management, the author made detailed discussion in specific mission, organization, inspiring and restriction mechanism. This study might provide scientific evidences for the improvement of the management of scientific research in sudden public health accident.
