摘　　要：剖析了基础研究的内涵;从横向触发效应与纵向触发效应两方面揭示了基础研究的投入效应,从滞后效应、风险效应、同行效应和溢出效应等角度探讨了基础研究的产出效应;提出了正确认识基础研究的投入效应与产出效应所具有的功能与效应。The connotation of the basic research was analyzed. The input effect of the basic research was explored based on the transverse spring effect and lengthways spring effect. The output effect of the basic research was discussed from the perspectives of lag effect, risk effect, craft brother effect and spilling - off effect. The function and utility of the right recognition of the input and output effect were proposed.
