基于社会排斥视角的中国农村长期贫困与消除的政策选择

摘　　要：通过对现阶段农村贫困现状的分析,本文认为现阶段中国农村贫困总体上属于长期贫困。同时,本文对现阶段农村长期贫困的形成从农村遭受的政策性排斥予以了分析。分析表明,中国农村长期以来在政治、经济、公共产品供给福利及教育等方面遭受长期的政策性排斥是农村长期贫困形成的深刻根源。消除政策性排斥赋予农民这个群体、特别贫困农民应有的社会权利使他们得以共享改革、发展成果是保证公平的经济增长和社会发展的重要条件,是农村消除长期贫困的关键。By means of the analysis of the poverty status in the rural area, the article argues China＇ s rural poverty falls into long-term poverty. Meanwhile, the article holds that the the cause of the emergence of the long-term poverty is that the rural area suffers long-term policy exclusion in the political affair, economic affair, supply welfare of public goods and education. The elimination of policy exclusion is the key factor that eliminates long-term poverty in the rural area.
