摘　　要：改革开放30年来,北京市地方旅游立法取得了很大的成绩,形成了旅游景区管理制度、旅行社管理制度等一系列的地方性旅游法规、规章,具有明显的地方特色。同时,北京市的地方旅游立法也存在着立法空白点,立法质量不高、地方立法权力运用不够等问题,应该通过认真调查研究,借鉴其他国家及地区的立法经验,不断完善北京市的地方旅游立法。In the past 30 years of reform and opening-up, we have made great legislative achievements in Beijing tourism, forming some local-featured tourism rules and regulations, such as a management system of scenic areas and a management system of travel agency. However, some rules are not well made, there are still some aspects without legislation, and local legislative power is not made full use of. Therefore, we should make further investigation and learn from legislative experience of other countries or regions so as to improve the tourism legislation in Beijing.
