摘　　要：当前我国信息不公开造成信息垄断,结果便是寻租、设租等腐败现象。在权力体系内部,影响因素包括制度设计的天然缺陷、法律制度的不完善和传统思维的作用;从社会因素讲,影响因素包括新闻管制制度、公民素质和自组织化程度等。为此,应从完善法律制度、实现司法独立、建设激励监督和保障机制、强化公务员素质以及放松新闻管制制度、提高民众素质和培养人民的自组织意识等方面来实现信息的对称,从而做到有效地监督政府行政行为,防止腐败发生率,降低腐败的影响。The current elesure of information creates information monopoly and causes the supervisory department, the public opinion and the populace and so on in a inferior status in the information gambling pattern, which results in socking of rents of public authority and so on corruption. In the authority system, the influencing factor includes the natural defect system design, the imperfect of legal regulation and the traditional thought function; Said from the social factor, has analyzed the news blackout system, the citizen quality and from the organization degree and so on.. Therefore, from the consummation legal regime, realizes the jurisdietion indepondence, the construction drive surveillance and the safeguard mechanism, strengthens the orificial quality as well as the relaxation news blackout system, improves the populace quality and trains the people from angles and so on organization eonscionsness to realize the information symmetry, thus achieves the effective surveillance government administrative action, prevents the corrupt formation rate, reduces the corrupt influence.
