摘　　要：本文从行政哲学元问题研究入手,探讨与描述了行政哲学的限域、行政哲学存在的样态、行政哲学的性质与定位、行政哲学研究的内容、行政哲学研究的价值等行政哲学存在的图景。认为行政哲学研究的内容应以当下中国行政实践中出现的问题为研究的起点,涵盖行政理念、行政作用、行政价值、行政方法、行政伦理、行政发展等内容。行政哲学的研究是一项开拓性的研究,有助于推动我国行政学理论研究向纵深发展,有助于建立一门新的交叉科学。研究行政哲学的目的在于促使我国行政管理理论研究的系统化、中国化。Administrative philosophy could be understood as a kind of reflective activity, which is the recognition of the essence and rule of the administrative activities of human being. That is, administrative philosophy explores the certain administrative i- deas and administrative cognitions. From the research on meta - issues of administrative philosophy, this paper examines the existent states of administrative philosophy, including its limit, its modes, its quality and location, its content, its value and so on.
