农村信用社实行社区银行模式的改造研究——基于河北省农村信用社改革的路径选择

摘　　要：文章从社区银行的定义出发,以河北省农村信用社为例,在对农村信用社走向社区银行模式的比较优势进行分析的基础上,提出了社区银行是农信社谋取进一步发展的现实选择。但从中长期发展来看,农信社转型为社区银行还面临诸多挑战。最后文章就如何使农信社快速、稳健地走向现代化社区银行提出了加强政策扶持;建立规范的社区银行准入和退出制度;提高员工综合素质,建立人力资源长效机制;组建专门为社区银行配套服务的政府性中小企业贷款担保公司等配套措施。Started with the definition to community banks and based on analysis of comparative advantages of the transformation from rural credit cooperatives （RCC） into community bank, it was pointed out that community bank is a realistic choice for the further development of rural credit cooperatives. But in the long run, there were still some challenges to go with all efforts. In the end of the paper, some suggested measures for speeding up the transformation were put forward, that is, strengthening policy support, setting up standard system of entry and retreat of community, raising comprehensive quality of personnel, constructing long term effective mechanism of human resources, and setting company to guarantee for loans to medium and small-sized enterprises and serves community bank.
