俄罗斯“国家福利基金”的建立及意义

摘　　要：2008年2月1日,俄罗斯"稳定基金"被拆分为"储备基金"和"国家福利基金"。稳定基金于2004年成立,正处于如日中天之时,俄政府为何将其取消并一分为二?拆分后的"储备基金"仍延续"稳定基金"的职能,即储备超额石油天然气收入,确保石油价格下跌时财政的收支平衡以及经济的平稳发展。"国家福利基金"的建立是俄政府旨在有效利用石油天然气收入促进经济发展、提高国民福利,特别是改善养老人员生活、补充养老金体系,使资源更好地在现代人与后代之间平衡利用的重大举措。本文着重分析"国家福利基金"成立的背景、战略目的、组织管理及资金运作等有关问题,旨在为中国建立相应的制度和政策提供借鉴。On February 1,2008 the Russian Stability Fund was dissolved into Reserve Fund and State Welfare Fund. Why did the Russian government annul the Stability Fund set up in 2004 and break it up into two when it was in its heyday? The Reserve Fund after the breakup will continue the function as Stability Fund,that is,to reserve the extra petroleum and natural gas revenues to ensure the balance of financial revenues and expenditures as well as stable economic development when the petroleum prices are plummeting. The establishment of State Welfare Fund was designed as a major measure of the Russian government to make effective use of petroleum and natural gas revenues to boost economic development,enhance the welfare of the nationals,especially to improve the livelihood of the elderly,replenish their pensions and better balance the resources between the contemporaries and the posterity. The article lays emphasis on analyzing the background,strategic purposes,organizational management and operation of the State Welfare Fund,with the purpose of providing a reference for China in putting in place the corresponding systems and policies.
