摘　　要：当前我国经济的高速增长使资源消耗成为一个严峻的现实问题,各种资源的低效率使用现象较为普遍,而其中水资源的浪费与短缺并存的现象尤为突出。为此,本文从水权的角度探讨了在当前我国社会环境下如何构建科学的水资源管理体系,以促进水资源的充分和可持续利用。Nowadays the rapid economic growth has witnessed serious problems on resource consumption while low efficiency of resources utilization is deteriorating these problems. Among these problems the waste and shortage of water resources is becoming more serious. Therefore this paper is carried to discuss how to establish scenic regulation system of water resources from the ooint of view of water rights aimed at high efficiency and sustainable use of water resources.
