超限超载运输外部性研究

摘　　要：在介绍外部性内涵及超限超载运输外部性表现形式的基础上,对其与正常运输的外部性进行了比较,指出超载运输外部成本远高于正常运输。剖析了超载运输对道路运输行业的影响,得出超载运输使道路货运市场陷入了恶性循环,导致了运输市场的无序。提出了使超载运输外部成本内部化的4项措施,并对外部成本内部化的效果进行了分析,指出外部成本内部化以后超载运输的根基将不复存在。Based on the introduction of the connotation of external cost and the type of external costs of overload transportation,the difference between it and general transportation was analyzed,it was concluded that the external cost of overload transportation was higher than that of general transportation.The impact of overload transportation on road transportation industry was studied.It was educed that overload transportation destroyed the market regulation.So,the paper put forward 4 measures to internalize the external costs.And the effect of internalization was analyzed,the outcome indicated that after the internalization of external costs,the groundwork of overload transportation did not exist at all.
