摘　　要：石油和天然气是国家重要的能源资源,省级国土资源管理部门肩负着本行政区域内石油天然气矿产勘查开采监督管理的重要职责。省级石油天然气矿产勘查开采督察管理信息系统是利用先进的G IS空间信息技术和数据库技术,提供督察员监督管理规范化、信息化、可视化的辅助工具。通过系统的业务、数据及功能等需求分析,提出了系统总体结构设计和数据库设计,介绍了系统功能及其应用。Oil and natural gas are the national important energy resources. The provincial department of land and resources bears important responsibilities for the prospecting, exploitation and supervision of the oil and natural gas in its administrative region. The provincial management information system of prospecting, exploiting and supervising the oil and natural gas adopts advanced GIS and database techniques, providing the assisting tools of the intcndance and management. Through the analysis of the operation, data, function and so on, the authors brought forward the system structure and database design, as well as the function and application of the system.
