土地整理项目绩效评价初探

摘　　要：研究目的:进行土地整理绩效评价的内涵剖析,建立土地整理绩效评价体系,并实证分析。研究方法:特尔菲法、层次分析法和模糊综合评价法。研究结果:(1)土地整理绩效评价可从经济效益、社会效益和生态环境效益三方面进行分析。(2)案例分析表明,土地整理项目的实施产生了良好的社会效益,而经济效益和生态效益相对较弱。研究结论:建议从建立土地整理成果的标准化管理体系、完善指标控制等方面入手,建立土地整理项目绩效评价的长效机制。The purpose of this study is to analyze the connotation of performance evaluation of land reconsolidation, and to set up an indicator system to evaluate the performance of the projects and conduct a empirical analysis. Methods employed include Delphi, AHP and fuzzy estimation. The results show that： （1） the performance evaluation for land reconsolidation project can be analyzed from economic, social, ecological ＆ environmental aspect; （2） the eases show the land reconsolidation project has obtained sound social effect, whereas the economic effect and eco-environmental effect are not so obvious. It is concluded that we should establish a long term mechanism of evaluation on land reconsolidation porject based on the establishment of standard management system and improvement of index control and other aspects.
