哈尔滨冰雪旅游产业发展与完善分析

摘　　要：在冰雪旅游业迅猛发展的背景下,为促使哈尔滨冰雪旅游产业不断发展和完善,采用理论分析、调研等方法,对哈尔滨市冰雪旅游业的发展现状、优势和劣势进行分析,提出了完善哈尔滨冰雪旅游产业发展的一系列战略措施:通过政府主导,发展相应硬件、软件设施,协调旅游、商贸、交通等产业,进一步完善冰雪旅游产业链体系;以"文化"为主线推动冰雪旅游业的可持续发展;以"特色"来点亮冰雪旅游产品,并提高旅游活动的参与性,增强吸引力度谋求其深度发展;重视哈尔滨本地消费群体,提高居民冰雪意识,积极培育本地客源。通过对核心—边缘理论和点轴开发理论的分析,构建了哈尔滨市冰雪旅游发展的网络模式框架,以此作为哈尔滨冰雪旅游业发展的一个新视角。Under the background of ice - snow tourism industry being fast developed, with the methods of theoretic analysis and investigation, the article has a research of the development status, advantage and disadvantage of ice - snow tourism in Harbin city in order to advance the sustainable development. For impro- ving the Harbin ice - snow tourism, it suggests a series of strategic measures： under the government lead, develop interrelated establishment of hardware and software, harmonize these industries of tourism, business and traffic, further improve the chain system of ice - snow tourism, advance the sustainable development of icesnow tourism in culture direction, lighten the ice- snow tour productions with local feature, reinforce the participation of tour activities, increase the attraction for deep development, think much of the local consumers, enhance the inhabitants＇consciousness of ice- snow, actively develop the local tourist. Through analyzing the theories of core - border and dot - axis, it proposes a net mode as new viewpoint of developing the ice- snow tourism in Harbin.
