摘　　要：经济发达地区,建设用地与耕地保护矛盾日益突出,现行的土地利用规划已不再适应经济社会发展新形势,本文以宁波为例,在总结经济发达地区上一轮土地利用规划编制的实施中取得的成效和存在的问题的基础上,提出土地利用规划编制的技术与方法.In better economically developed areas, the protection for construction land and farmland has been a dilemma for decision making. The existing land use planning is obsolete in terms of the requirements raised by economic and social development under the new circumstances. Taking Ningbo as an example, through summarizing the achievements and analyzing the problems identified in the last-round implementation of land-use planning for the developed areas, the author proposes some practical tactics and approaches regarding land planning and expropriation.
