摘　　要：通过对宁波新农村建设中面临的主要生态环境问题的分析,提出了在新农村规划建设过程中必须引入环境影响评价机制,并从宁波新农村建设的总体目标和规划体系两方面论证了规划环评的必要性,从法律和新农村规划特点的角度分析了新农村规划环评的难点,提出了新农村规划中环境影响评价的介入机制与方法.Based on analysis of the main ecological problems identified in new village construction of Ningbo, the author maintains that the environmental impact assessment （EIA） mechanism should be introduced in national project of new village construction. The necessity of planning EIA is validated from the perspective of both the general goal and planning systems. The challenges of planning EIA are taken into consideration based on both the legitimateness and the planning characteristics. The interposition mechanism and methods of EIA for planning on new village construction are proposed.
