摘　　要：协商决策模式是我国政府决策模式创新的必然选择。这一模式建构于现代民主理论的基础之上,其确立对于当今中国具有一系列现实价值,然而其践行困境限制了协商决策模式的功能与成效,必须采取有效的对策加以完善。Deliberative decision- making mode is the necessary choice to improve the mode of government decision -making of our country. It is established on the basis of modem democracy theory. It has a set of practical value to modern China. But its practical predicment limits the function and effect of this mode. We must take effective countermeasures to improve it.
