河北省城市社区居民自治制度建设状况分析

摘　　要：城市社区居民自治制度建设是实践和理论的重要课题。从转型期社会关系变化入手,着眼社区居民个人关系、各类群体合作模式和政府在社区自治中的定位三个层次研究发现,社区居民之间的社会互动模式日趋复杂,有待新型制度引导和规范;各类"精英群体"间的合作模式缺失,亟待新生制度催生新的合作模式;政府与社区自治组织关系模糊,现行制度难以理顺二者关系。因此,优化社区内生制度环境,并且以新生制度催生新型"合作模式",为城市社区居民自治制度建设所需要。The construction of autonomy system of urban community residents has become an important issue both in practice and theory. Based on the relations among community residents, cooperation mode of different kinds of group and the location of government in community resident self-government, this paper points out that the relations among city community residents are getting more and more complicated, and it requires new system to guide and conform the relations; there＇ s no regular cooperation pattern among different kinds of elite groups, that demands new institution to brood new pattern ;the relation between government and community autonomy organizations is vague,and present system can＇t sort out the relation. So we must optimize the inside community environment and brood new cooperation pattern by new system in prder to meet the needs of the construction of urban community residents＇ autonony system.
