摘  要:良好的水资源状况是保障区域生态安全的基本条件,水资源是生态环境建设中的控制因素,如何采用量化的方法来衡量水资源与耕地资源、GDP和人口布局等的匹配程度,进而对未来区域经济发展中如何确保生态安全提出对策是本文的目的。参照洛伦兹曲线原理及基尼系数计算方法,采用基尼系数来衡量水资源分布与耕地资源、GDP和人口分布的相关关系,得出了四川水资源与耕地资源、GDP和人口分布极不平衡的结果。在分析结果的基础上,结合四川的实际情况以及其生态安全在全国、长江流域的特殊地位,提出了优化水资源匹配度和下游发达省份以及国家对其进行生态补偿的必要性的结论,也指出了分析有待提高的方面。Good water resources condition is the basic factor to guarantee regional ecological security and is also the controlling factor in the ecological and environmental construction. How to use the quantification method to weigh the match degree among water resources, cuhivated land resources, GDP and the population layout, and how to guarantee the ecological security to the future region economic development and is our goal. The paper refers to the Lorenz curve principle and the Gini coefficient computational method to weigh water resources distribution and farmland resources, GDP and population distribution correlation dependence. The result is that water resources and the cultivated land resources, GDP and the population distribution is extremely unbalanced in Sichuan Province. Unifying Sichuan' s actual situation as well as its ecological security in nation,special status of the Yangtze Valley, the paper concludes the optimization of water resources match dagree and necessity that downstream developed province as well as the necessity the country carry on the ecology compensation. Finally, the paper points out some aspects that need improving.
