楔入“破窗效应”营建我国行政监督环境

摘　　要：为营建一个充满阳光的行政监督环境,引入"破窗效应"的思维模式,从不同层次、不同方面、多维度探求既能楔入行政隔离带、链接行政系统的内监督环境,又能营建基于政治价值取向、社会人文氛围和法制建设框架的外监督环境,进而积极有效地应对、控制和解决由于行政环境恶化所引起的"引爆点"边界问题,实现阳光监督下的和谐行政氛围。To build a sunny administrative supervision environment, the thinking mode of ＂broken window effect＂ was introduced. The search from different layer, different aspect and multi-dimension can not only wedge administrative isolation stripe, link the inner supervision environment of administration system, but establish the outer supervision environment based on the political value orientation, social humanistic atmosphere and legal construction frame, further reply, handle and solve actively and effectively the boundary problem of ＂fire point＂ caused by the deterioration of the administration environment and realize the harmonious administration under the sun supervision.
