摘　　要：我国存在着大量的低收入群体,在现行的电价水平下,需要政府对其进行补贴来保证最基本的用电需求。本文针对低收入群体,主要是城镇低收入居民和农村贫困人口,试图构建电力普遍服务的收入补偿模型,为政府提供补贴额度计算的参考依据,并提出政策上的建议。There are a number of people with low income in our country. They need government to offer subsidy to meet the demand of their basic power. This paper aims at these people, tries to build a model of electric universal service income compensation, and consequently provides a gist of subsidy computation for the government.
