摘　　要：据课题组调查,网络应用高技能与农民文化水平低、农村通信建设投入大与产出小、大量的信息需求与薄弱的信息服务体系等深层次矛盾是制约陕西农村通信业发展的关键因素。因此,加快陕西通信业发展,亟需健全陕西新农村建设的工作机制、提高综合信息服务能力以及农民信息化水平。According to our research, the development of Shaanxi countryside telecom industry are constrained by the deep con flicts between higher technique of network application and lower culture level, more input in country telecom construction and less output, basic consumption need of communication and higher tariff, large need on information and weak information service system, etc. Therefore, this paper finally provides the related policy suggestions such as establishing the mechanism in Shaanxi new countries, enhancing the service ability of comprehensive information and improving information level of the peasants.
