摘  要:融资对收费公路的发展至关重要,针对现有收费公路融资中存在的问题,提出"统贷统还"模式是解决这些问题的关键;研究了"统贷统还"模式对控制收费公路总投资、稳固银行贷款的作用,以及发行债券、股票等新型融资方式的作用;分析了部分省份实施"统贷统还"模式的经验教训;并探讨了"统贷统还"模式的具体实施方法。Financing is vital for the development of toll highway. The toll model of "governments unify the loan and refund in union" serves as the key solution for the problems encountered in the economic section of highway development. This paper focus on the impact of the toll model on controlling the total sum of investment in toll highway and stabilizing the bank loan. New financing methods for toll highway are also discussed. Experiences and lessons are drawn and summarized from other provinces in China that have launched the specific model in the paper. Methods adopted to carry out this policy of "governments unify the loan and refund in union" are explored.
