摘　　要：非公有制经济因其产权明晰而具有的原发创造力、极强的渗透力和高度的灵活性,为中国经济的发展增添了无穷的活力。事实表明,非公有制经济的发展状况显示了一个省份经济发展的活跃程度,甘肃省经济发展落后的原因之一就在于非公有制经济没有发展起来。甘肃省的非公有制经济为何发展滞后?又如何发展?本文试图从制度的层面予以探讨。Non - public ownership economy give the motive of the everlasting for the develoment of the Chinese economy, because it＇s property right is clear and it has original creative power, permeate dint and high vivid very flexibility. The fact express that the condition of Non - public ownership economy development shows the active degress of the economy of a province, the one reason of Gansu backward economy lies in the backward Non - public ownership economy. Why is Gansu Province＇s Non -public ownership economy backward？ How develop again？ This text tries to give a study from the level of the system.
