基于LMP、FTR及优先调度的输电阻塞综合管理方法及应用研究

摘　　要：文章基于我国电力体制改革的实际情况,以某区域电力市场为例展开研究。首先分析了目前该区域输电阻塞管理办法中存在的问题,提出了包含改进该区域电力市场阻塞管理方法的基本原则及注重优先调度、注重区域边际价格(LMP)思想的应用、引入金融输电权(FTR)交易、建立合理的输电定价机制等具体措施的输电阻塞综合管理办法。最后基于我国某区域电网的实际情况,结合基于LMP、FTR及优先调度的综合阻塞管理方法,分析计算该区域电力市场中部分连线上的输电费用及阻塞费用的支付问题,根据分析结果对电网公司和发电公司在电力市场环境下如何应对输电阻塞情况给出了建议。Based on practices of our nation＇ s electric power market reform, a regional electric power market is used as an example for current study. First, existing problems in transmission blocking management of this region is analyzed. Then, integrated transmission blocking management methods, including basic principles of improving regional market blocking management method, emphasizing application of ideas of priority control and local marginal price （LPM）, introducing financial transmission right （FTR） exchange, and establishing rational pricing mechanism, etc., are brought forward. Finally, based on the practices of a domestic regional power grid, and combining LMP-, FTR-, and priority control-based integrated transmission blocking management method, the problem of payment against transmission cost and blocking cost of the regional market is analyzed and calculated. Based on analyzing results, recommendations of dealing with transmission blocking under market environment are provided to grid companies and power companies.
