摘　　要：针对当前政务系统中存在的"信息孤岛"问题和政府部门间的政务协作问题,提出了一种基于本体和SOA技术的电子政务"一站式服务"框架.该框架首先设计了用于数据交换的本体库,实现了政府部门间数据交换的通用平台,有效解决了政务系统中的"信息孤岛"问题;其次利用Web Service技术实现了政府部门间的协作,给出了对现有政务内网进行改良的方案.Aiming at the problems of information island and cooperation between governments＇ system in E-Government （EG）, this paper proposed a one-station EG service frame which is Based on ontology and SOA （service-oriented architecture）. Firstly, this model realized the common data exchange platform among the departments of government and designed a ontology bases for data exchange, so that the problem of information island is resolved. Secondly, this model implemented the cooperation between the government departments by use of the technology of web service and the characterization of SOA＇s loosely couple, and with this, the improvement method for the inner-net of EG is given also.
