构建安徽“三沿”城市经济圈 优化主体功能区布局——安徽城市经济圈发展的战略思考

摘　　要：按照区位相近原则规划的城市经济圈(带、群),如果缺乏强势的经济集聚中心和优势产业的支撑,这样的城市经济圈(带、群)则较多的具有地理空间的属性,而缺乏经济学意义的属性。构建城市经济圈,要致力于形成和强化投资热点效应,以热点效应集聚优质资源。城市经济圈是国土生产力布局的核心,必须与国土主体功能规划相结合。安徽应该按照一主、多次、立体型布局的战略思路,构建以沿(巢)湖经济圈为核心、沿江和沿淮城市经济带为两翼的"一个核心,两翼支撑"的"三沿"城市经济圈,形成多层次、跨越型、现代化的主体功能区布局,对外主打"三沿"城市经济圈一张牌,强化安徽城市经济圈在区域经济中的整体竞争、规模竞争、创新竞争和体制竞争的优势。Lacking strong economic clusters or superior industries, urban economic circles （belts or groups） built according to close geographic locations will only possess spatial elements without economic values. Thus, it is quite essential for urban economic circle to form and strengthen popular investment spots which will help agglomerate excellent resources. As the core of land productive forces layout, urban economic circle construction should be closely combined with the plan of development priority zones. Anhui urban economic circle should be planeed around the core of Chaohu economic circle, stretching along the Yangtze River and Huaihe River. Therefore, a stereo urban economic circle with one core and two supported wings shall help compose a multi-level, leapfrogging and modern development priority zone, enhancing Anhui＇s regional economic priorities in comprehensive competition, scale competition, innovation competition and system competition.
