摘　　要：自然资源价格改革引起了我国政府、学术界和社会各界的广泛关注,本文认为市场和政府双重失灵是导致我国自然资源和要素价格严重低估的主要原因。本文在分析影响自然资源价格的企业行为和政府行为的基础上,探询自然资源价格扭曲的根源和机制,以求均衡合理的市场价格,实现我国宏观经济又好又快的发展。The price reform of nature resource calls widely attentions of our government, academia and all works of life. In this paper the double failure of market and government are the fundamental reasons for the price distortion of nature resource and factors. On the basis of analyzing the corporation behavior and governmental behavior which influence the price of nature resource, it studies the root and mechanism of nature resource price distortion. Thus it tries to figure out the equilibrium market price, and achieve a better and quicker development of the macroeconomic.
