摘　　要：长期以来,虽然我国烟草行业的知识产权在数量和质量上都取得了长足进步,但与国外烟草业相比,还存在着知识产权意识薄弱、自主知识产权水平不高、缺乏自身的国际竞争力等相关问题,直接制约着行业的发展和中国烟草总体竞争实力的提高。为构建知识经济条件下的知识产权战略运行机制,需要统一思想,树立高度重视知识产权建设的战略理念;立足专卖体制,建立知识产权建设的行业指导体系;放眼全球,积极建立先进的知识产权运营和竞争模式。For a long time, despite the intellectual property rights of Chinese tobacco industry in terms of quantity and quality has made considerable progress, while compared with foreign tobacco industry, there is still a weak awareness of intellectual property rights, independent intellectual property rights level is not high, the lack of its own international related issues such as competitiveness. All of these weakuess will directly restricts the next step in development and prevent the increase of overall competitiveness of Chinese tobacco. For the building of a knowledge-based economy under the conditions of intellectual property strategy for operational mechanism, we need to unify our thinking, build up a concept to emphasize the importance of intellectual property rights and put it to strategic highlight; we should also base on Monopoly system, and establish the construction industry intellectual property guidance system; and actively establish an advanced intellectual property rights operational and competitive mode in globally scale.
