摘 要:提出了在健康水循环思路指导下的以供需水预测、节制用水、水资源保护为基础的,综合考虑水资源配置的水资源综合规划方法,改变了传统的根据水量需求单纯扩大供水规模的以需定供规划方式。在水资源总量有限的条件下,从依靠技术管理提高用水效率、调整工农业产业结构、降低用水定额、兼顾经济社会用水与生态用水等方面对需水加以控制管理;从一次性水源向再生性水源转变,挖掘供水潜力;对饮用水水源地和一般水体涵养保护、供水排水、污水处理、再生回用进行全过程管理,实行地表水、地下水统一保护。最后,以北京市新城顺义区为对象进行了区域水资源综合规划。An approach of integrated water resources planning is put forward based on the prediction of water supply and demand, the protection of water resources and the water saving under the idea of healthy water cycle. The traditional way of water resources planning which simply enlarges the water supply capability to meet the needs of water quantity is changed. Under the condition of limited total quantity of water resources, the water demand is controlled and managed by taking a series of technical and management countermeasures, such as increasing use efficiency of water resources, adjusting the industrial and agricultural structures to reduce water consumption ration, considering both of the productive water demand and eco-environmental water demand. The water supply ability is enhanced by transformation from primary water resources to reclaimed water resources. The comprehensive protection of both surface water and ground water should be undertaken, and the conservation of drinking water sources and ordinary water body, water supply and drainage system, wastewater treatment and reclaimed water should be completely managed. As a case study, this approach was applied in regional water resources planning in the Shunyi District, a new planned satellite city of Beijing.
