摘　　要：随着研发的不断深入发展,日益呈现产业化的特征,形成了一个新兴的产业,并且发展迅速,而目前理论界还没有对研发产业的内涵和发展水平的认识还没有达成共识。从研发产业的内涵出发,研究了研发产业发展水平评价的基本原则,并在此基础上从人力资源投入、经费投入、研发产出、创新能力、经济效益和发展潜力六方面初步构建了研发产业发展水平的评级指标体系。With the development of the R＆D activity, it has begun to demonstrate the characteristics of an industry. The R＆D industry has been a new independent industry . But the researchers have not agreed on the conception of the industry and the development. This paper analyzed the principles in setting up the evaluation index system in the R＆D industry. It mainly discusses the content of the index system, including six aspects.
