摘　　要：区域可持续发展是人类社会大系统可持续发展的关键和基础。根据系统工程相关思想和方法,主要采用解释结构模型对区域可持续发展进行分析,得出可持续发展中经济建设、体制改革和环境生态建设是其直接影响因素,而环境污染源头控制又是环境生态建设的根本影响因素。据此研究了费用—效益分析和最优控制理论等系统工程方法对于区域污染源头最优控制问题的适应性。Regional Sustainable development is key and foundation of human society Sustainable development system. According to the related thought and method of englneering,this paper mainly adopts explanation＇structure model to analyze the regional Sustainable development, we concludes the direct impact factors which contains economy construction, system reform and environmental ecology construerion, however, control of the root of environment pollution is the ultimately impact factor of environmental ecology construction. Based on these facts, we researches the method of system engineering,such as cost - benefit analysis and the theory of superior control,which adapt to the problem of superior sontrol of regional pollution sources.
