摘 要:从水环境容量利用与管理的角度出发,在科学评价水环境质量现状的基础上,根据水环境功能区的水质目标,通过建立污染源-水环境质量的输入响应关系和模型模拟计算,得到了松花江佳木斯全江段符合不同水域区划要求的水环境容量,为管理提供了科学基础和技术平台,为制定水环境保护专业规划提供了依据.同时,也为协调佳木斯市经济发展和环境变化的关系,制定区域环境规划提供了科学依据.From the point of view capacity utilization and management of the water environment, on the basis of the status quo of scientific evaluation of the quality of the water environment, according to the environmental function of water quality objectives, through the establishment of input-response relationship between water quality and pollution sources and through simulation model, get water capacity of different with the waters of the Songhua River in Jiamusi entire zoning requirements which provide the scientific basis for management and technical platform for the professional planning for the development of water based on environmental protection. Capacity of the environment is a natural resource. Through analysis and research capacity of the environment, not only can reveal the inherent attributes of the natural environment, but also to develop quality standards for pollutants in the environment. Through the comprehensive treatment of regional pollution and the environmental impact assessment and strategic analysis have a direct and vital role, it will coordinate economic development and environmental changes in the city, to provide a scientific basis for the formulation of regional environmental planning.
