污染物排放与转移登记制度与我国排污申报登记制度的比较研究

摘　　要：简要介绍了污染物排放与转移登记制度及其在美国、日本、欧盟、韩国等发达国家的进展，并介绍了我国的排污申报登记制度。从管理目的、管理范围及数据应用3个方面对污染物排放与转移登记制度与我国排污申报登记制度进行比较，指出了污染物排放与转移登记在针对化学物质管理方面的优点，提出了在我国建立污染物排放与转移登记制度的建议。The Pollutant Release and Transfer Register （PRTR） system and its implementation in some developed countries, including the United States,Japan, the EU and South Korea, are introduced. And the Pollutant Discharge Reporting and Registration System of China is also presented. A comparison of PRTR system with China＇ s Pollutant Discharge Reporting and Registration System is made via three aspects, i. e. management purposes, scope and data application and the advantages of PRTR system in chemical substance management is shown, Some suggestions on the establishment of PRTR system in China are also put forward.
