摘　　要：目的:通过对银川和北京两地社区卫生服务机构零差率药品断货情况的分析,探讨解决断货问题的方法,保障零差率药品的供应,为其他地区提供参考。方法:半结构式访谈,定性分析。结果:社区卫生服务机构药品零差率政策断货主要由生产企业和流通企业的利润空间较小以及时间安排不当所造成。结论:各地在实施过程中,应通过确保零差率药品供应企业的利润或扩大定点药物生产范围,同时合理安排零差率政策实施进程,来解决零差率药品的断货问题。Objective Through is out of stock the situation analysis to Yinchuan and the Beijing two place community health service organization zero error rate drugs, the discussion solution is out of stock the question method, the safeguard zero error rate drugs supply, provides the reference for other areas. Method Half structural formula interview, qualitative analysis. Result The community health service organization drugs zero error rate policy is out of stock mainly is small by the production enterprise and the circulation enterprise＇s profit space, as well as in implementation time arrangement not when creates.Conclusion Each place in the implementation process, should through guarantee the zero error rate drugs supply enterprise the profit or the expanded fixed point medicine sphere of production, and simultaneously is reasonable arranges the zero error rate policy implementation advancement, solves the zero error rate drugs to be out of stock the question.
