摘　　要：本文以讨论的形式,分析了政府信息公开所面临的社会环境因素和必须具备的充分必要条件,从不同角度探讨了政府部门、非政府组织、文化事业机构以及公民在信息公开中扮演的角色、承担的职责。最后,对《条例》实施过程中可能出现的问题做出预测并提出一定的解决方案。Based on the discussion in the form of brainstorming, the paper analysizes the social and environmental factors faced by Government Information Disclosure and the sufficient and necessary conditions, researches the role of government departments, non--governmental organizations, cultural institutions, as well as citizens and their responsibilities from different angles. Finally, the paper forecasts the possible problems in the implementation of this ordinance of and make certain solutions.
