摘　　要：人口老龄化,特别是"未富先老",给社会保障制度不够健全的中国带来了巨大的挑战。我国当前的基本医疗保险制度,还不能很好地解决老年医疗和护理需求与供给的矛盾;我们要利用"人口机会窗口"化解人口老龄化带来的医疗保障和老年护理问题,实施健康老龄化战略,改革和完善基本医疗保险制度,并建立社会化老年护理制度。Aged tendency of population, especially aging people with poverty, is challenging China＇ s current system of medical treatment and health safeguard, which is not so effective to close the gap between demand and supply of the aged population ＇ s medical treatment and health safeguard. We need to introduce the population opportunity window to make up the shortage of medical treatment and aged care supply, and establish and perfect the basic medical insurance system by opening health accounting or file for aged people through strategy of aged care socialization.
