摘　　要：形成看病难与看病贵的深层原因是观念与制度方面对健康公平的缺失,建立基本医疗卫生制度应当以健康公平为核心价值,而实现健康公平是政府重要的社会管理职能。只有以健康公平为老百姓医疗保障的基础,才能从根本上缓解"看病难、看病贵"。The fundamental reason for inconvenience and high expenses in seeing doctors originates from the absence in ideology and system. Health justice should be the core in the basic medical treatment system, and to realize health justice plays a significant role in governmental social administration. Only by taking health justice as the foundation to guarantee people＇ s medical treatment, can the prolems be solved thoroughly.
