摘 要:我国各级政府越来越重视节能降耗工作,而火力发电企业作为能源转换的关键一环,其低成本营运也成为实现节能降耗目标的工作重点。本文深入分析了影响火力发电企业成本的燃料成本、检修维护费用、折旧、排污费、工资及福利等主要因素,并且针对这些主要因素从燃料管理、设备管理创新、设备安全管理、运行优化管理、科技投入、仓储管理、优化薪酬分配、实施全面预算管理和营造低成本企业文化等九个方面加以研究,提出相应的措施。通过本文分析和研究,作者认为火力发电企业通过有效地实施低成本营运战略,提高管理水平,从而实现节能减耗目标。The government at different levels in China is constantly making great efforts of saving energy and reducing energy consumption now. Low- cost operation strategy of thermal power generation enterprises, which take critical role in the process of energy conversion, is a keystone to implement the goal of saving energy and reducing energy consumption. This paper analyzed several main factors which significantly influenced the operating cost of thermal power generation enterprise such as fuel cost, overhauling expenses, depreciation charge, drain fee, wages and benefits expenses etc. Furthermore, in accordance with these factors , low- cost operation strategy was thoroughly studied in the paper from nine aspects i.e. fuel management, equipment management innovation, equipment safety monitor, operation management optimization, scientific and technological investment, logistics, total budget management, motivating compensation system and low - cost organizational culture ete and corresponding measures were brought forward. It can be concluded that thermal power generation enterprises can achieve the goal of saving energy and reducing energy consumption through effectively implementing low- cost operation strategy and improving management means.
