加强农业科研单位财务管理 适应财政改革的新需要

摘　　要：该文针对几年来的财政体制改革情况,结合农业科研单位实际,提出了在现阶段农业科研单位要不断加强财务预算管理、加强资金管理、加强政府采购管理、加强国库集中支付管理等方面的财务管理工作;同时要建立健全财务管理制度,强化财务检查与会计监督,提高财务人员的整体素质,不断适应财政改革的新需要。Based on the reforms on financial system during recent years and by combining the actual situation of research institutions of agricultural sciences, this paper proposed that under current phase, financial management should be reinforced on a continuous basis in the management of financial budget, capital assets, governmental procurement, centralized payment of treasury and more; in the mean time, system of financial management should be set up and perfected, financial inspection and accounting supervision should be reinforced and the over-all qualifications of financial staff should be further promoted in an effort to fit with the current requirements of financial reforms.
