政务电子化的思考

摘　　要：本文从政府与政务关系入手,论述了政府为什么要采用现代技术与计算机网络作为政务运作工具,政务电子化后带来政府管理理念的更新、政府服务模式转化与决策方式的变化及由此带来的政府信息管理问题,重点阐述了政府管理创新后所带来的政务信息管理的变革,并针对这些问题提出了建设性意见。In this article, on basis of the relationship of government and governance, the author illustrates that why the government adopts modern technologies and computer network as the tools for governmental operation, and analyses the update of government management concepts, the transformation of government service modes, the changes of policy-making models, and the governance information management problems brought about by e-governance. The author focuses on the changes in governance information management after government management innova-tion and puts forward some constructive opinions concerning such problems.
